Why in News? The International Maritime Organization (IMO) selected Colombia, Senegal and South Africa as the 2026 partner countries under the GreenVoyage2050 Programme to develop National Action Plans (NAPs) for decarbonising their maritime sectors in line with the 2023 IMO GHG Strategy.
IMO GreenVoyage2050 Programme
•    GreenVoyage2050 is a technical cooperation programme of the International Maritime Organization (IMO) that assists developing countries in reducing greenhouse gas (GHG) emissions from international shipping.
•    It was launched in 2019 and is currently in Phase II (2024–2030).
•    The programme supports countries in preparing National Action Plans (NAPs), adopting low-carbon technologies, improving ship energy efficiency, and promoting the use of low- and zero-carbon fuels.
•    It particularly supports Developing Countries, Small Island Developing States (SIDS) and Least Developed Countries (LDCs) to ensure that no country is left behind in maritime decarbonisation.
These countries will receive customised technical assistance to prepare National Action Plans (NAPs) for reducing emissions from their shipping sectors.
National Action Plans (NAPs)
National Action Plans serve as country-specific roadmaps for reducing GHG emissions from shipping.
They help countries to:
•    Align national maritime policies with the IMO 2023 GHG Strategy.
•    Identify practical emission-reduction measures for domestic and international shipping.
•    Improve national preparedness for maritime decarbonisation.
•    Coordinate governments, ports, industries and other stakeholders.
•    Support long-term implementation of cleaner shipping technologies and fuels.
Support Provided under GreenVoyage2050
Partner countries receive assistance through the GreenVoyage2050 Programme and the Integrated Technical Cooperation Programme (ITCP), including:
•    Expert technical guidance.
•    Stakeholder consultations and capacity building.
•    Policy formulation support.
•    Administrative and coordination assistance.
•    Development and implementation of pilot projects.
IMO 2023 GHG Strategy
The GreenVoyage2050 Programme supports implementation of the 2023 IMO Strategy on Reduction of Greenhouse Gas Emissions from Ships.
Key Objective
•    Achieve net-zero GHG emissions from international shipping by or around 2050.
The strategy also promotes:
•    Improved ship energy efficiency.
•    Adoption of low- and zero-emission fuels.
•    Technological innovation.
•    International cooperation for maritime decarbonisation.
Phase II (2024–2030): Key Focus Areas
The second phase expands support by:
•    Increasing the number of participating countries.
•    Developing more National Action Plans.
•    Supporting pilot projects on clean shipping.
•    Promoting operational best practices.
•    Facilitating adoption of energy-efficient technologies.
•    Encouraging production and use of low- and zero-carbon maritime fuels.
•    Strengthening global knowledge-sharing among partner countries.
GreenVoyage2050 Funding
•    Phase II is supported by donor countries including: Denmark, Finland, France, Germany, Netherlands, and Norway.
•    Norway has committed 210 million Norwegian Kroner (approximately US$19.4 million) to continue the programme through 2030.
