e-Voting
Bihar became the first state in India to roll out mobile-based e-voting for municipal (urban local body) elections, marking a milestone in the country’s electoral journey.
The Bihar State Election Commission deployed the e-Voting SECBHR mobile app (developed jointly with C-DAC) along with another SEC-developed app, enabling eligible voters — including senior citizens, persons with disabilities, pregnant women, migrant workers, and the seriously ill — to cast votes remotely. The system incorporated advanced features such as blockchain-based security, facial recognition (liveness detection), face matching, and audit trails, ensuring election integrity and transparency.
