Operation Shield: Strengthening India’s Civil Defence Readiness

India has ramped up its security measures following the tragic terrorist attack in Pahalgam, which claimed 26 lives. In response, the Ministry of Home Affairs has announced the second edition of the nationwide civil defence mock drill, ‘Operation Shield’, conducted on May 31, 2025. This initiative aims to enhance preparedness against hostile threats, especially along the vulnerable western frontier.

Objectives of Operation Shield
The primary goal of Operation Shield is to improve the efficiency and response capabilities of civil defence forces. It addresses the shortcomings identified in previous drills and ensures that personnel are equipped to handle emergencies effectively. By refining response protocols, the exercise helps build a resilient defence mechanism across critical regions.

Scope and Key Activities
The mock drill spans across Jammu and Kashmir, Punjab, Rajasthan, Gujarat, Haryana, and Chandigarh, selected for their strategic and vulnerable locations. Activities include simulation of drone strikes, activation of air raid sirens, enforcement of blackout protocols, and mock evacuations. These exercises provide a realistic environment to test response measures.

Emergency Preparedness and Oversight
Medical teams will be deployed to treat simulated casualties, and the transport of blood units and emergency supplies will be coordinated. The exercise is managed by the Additional Director General of Civil Defence, with oversight from the Directorate General of Fire Services and Home Guards, ensuring smooth execution.

Backed by SDRF funding and emergency powers, Operation Shield marks a critical step in fortifying India’s internal security. By fostering inter-agency coordination and real-time responsiveness, it prepares the nation for unforeseen threats, reinforcing public safety and national resilience.
