The National Overseas Scholarship (NOS) Scheme is a Central Sector initiative by the Ministry of Social Justice and Empowerment to support students from marginalised communities in pursuing higher education abroad, thereby enhancing their economic and social mobility.
*Objectives and Target Groups*
The scheme targets Scheduled Castes (SCs), Denotified, Nomadic and Semi-Nomadic Tribes, Landless Agricultural Labourers, and Traditional Artisans. Its objective is to uplift low-income students through Master’s or Ph.D. studies in reputed international institutions.
*Eligibility Criteria and Features*
Candidates must be below 35 years, with at least 60% marks in qualifying exams. Annual family income should not exceed ₹8 lakh, and admission to Top 500 QS-ranked universities is required. A maximum of 125 slots are available annually (115 for SCs, 6 for Denotified Tribes, and 4 for Labourers/Artisans), with 30% reserved for women.

In the 2025-26 cycle, 106 students were selected but only 40 received provisional award letters, as funds were insufficient for the remaining 66. This is the first time in three years that all slots weren’t filled despite the scheme receiving its highest allocation of ₹130 crore. Officials stated ongoing scholarships of previous years utilise part of the current budget, necessitating additional funds.

Leader of Opposition Rahul Gandhi criticised the decision, terming it “inhumane” and alleging systemic barriers against Bahujan students, urging immediate fund allocation for the selected candidates.
