National e-Vidhan Application (NeVA): Transforming India’s Legislative Process

The National e-Vidhan Application (NeVA) is a landmark digital initiative designed to modernize legislative proceedings in India’s States and Union Territories. It facilitates paperless operations and promotes the concept of “One Nation – One Application” by integrating all legislative Houses under a unified digital ecosystem.

Development and Support

NeVA was developed by the Ministry of Parliamentary Affairs (MoPA) and received the Public Investment Board’s approval on 15 January 2020. With a centrally sponsored funding structure and a total allocation of ₹673.94 crore, the project ensures equitable support across all regions. It is backed by the Ministry of Electronics and Information Technology (MeitY) and features AI-powered translation via the BHASHINI platform.

Purpose and Goals

The initiative seeks to digitize all legislative activities, reduce paper consumption, and increase efficiency. NeVA also aims to establish a single national repository for all legislative documents and proceedings, accessible through one digital interface.

Key Highlights Complete Paperless Workflow:

NeVA supports digital handling of all legislative content, from agendas and bills to speeches and replies.

Real-Time Multilingual Translation:

Integrated with BHASHINI, the platform provides AI/ML-driven translation of documents and speeches into multiple Indian languages.

Centralized Digital Workspace:

It brings together lawmakers, departments, and Assembly secretariats on one platform.

Secure Digital Archives:

All records are stored with robust security measures and access is controlled by user roles.

Capacity Building:

Comprehensive training modules help legislators and staff adapt to the platform seamlessly. NeVA represents a major advancement in India’s digital governance. It not only enhances transparency and efficiency in lawmaking but also supports sustainable practices by minimizing paper use—paving the way for a smarter and greener legislative system.
