ICAR: Role, Achievements, and Recent Concerns
The Indian Council of Agricultural Research (ICAR) celebrated its 97th Foundation Day recently in New Delhi. As the apex body under the Ministry of Agriculture and Farmers’ Welfare, ICAR plays a vital role in shaping India’s agricultural landscape.
About ICAR
Founded in 1929 as the Imperial Council of Agricultural Research, ICAR was reconstituted under the Societies Registration Act of 1860. Headquartered in New Delhi, it operates under the Department of Agricultural Research and Education (DARE), with the Union Agriculture Minister as its ex-officio President.
Key Functions
ICAR coordinates agricultural research, education, and extension in areas like crop science, fisheries, animal husbandry, and home science. It promotes technology transfer, skill development, policy advisory, and partnerships with bodies like CSIR and BARC to improve food security and rural livelihoods.
Major New Initiatives
During the Foundation Day, initiatives like Viksit Krishi Sankalp Abhiyan (largest farmer-scientist dialogue), field-guided research agendas, promotion of natural farming, introduction of fertilizer testing kits, and a toll-free grievance helpline were announced to strengthen farmer-centric research and input quality regulation.
Concerns Over Fake Biostimulants
However, a recent high-level meeting chaired by Union Minister Shivraj Singh Chauhan raised concerns about the unregulated sale of fake biostimulants. These substances enhance plant growth by stimulating natural processes, but farmers complain of their ineffectiveness. Chauhan criticised ICAR scientists and officials for poor regulation and warned that farmer interests must not be compromised for corporate gains.
ICAR remains pivotal in India’s agricultural progress, but strict vigilance is needed to regulate agricultural inputs and protect farmers from fraudulent products. Robust implementation of announced initiatives can build a sustainable, farmer-first agricultural ecosystem.
