Blue NDC Challenge: Putting Oceans at the Heart of Climate Action

Launched at the United Nations Ocean Conference (UNOC3) in Nice, France (June 2025), the Blue NDC Challenge is a joint initiative by Brazil and France. It calls on countries to integrate ocean-based solutions into their climate action plans—known as Nationally Determined Contributions (NDCs)—ahead of the crucial UN Climate Conference COP30 in Brazil.

Why Focus on Oceans?
Oceans play a vital role in regulating the Earth’s climate. Marine ecosystems like mangroves, coral reefs, and salt marshes store carbon more efficiently than land-based forests. Yet, they are often ignored in national climate strategies.

What the Blue NDC Challenge Aims to Do
The challenge urges countries to include ocean-centric actions in their NDCs to meet the 1.5°C goal of the Paris Agreement. These actions include:

* Restoring marine ecosystems through Marine Spatial Planning and Coastal Zone Management.
* Promoting a sustainable blue economy, including ocean-based renewable energy (wave, wind, tidal).
* Phasing out offshore fossil fuel exploration in sensitive marine areas.
* Strengthening resilience in shipping, fisheries, and seafood industries.

Who Has Joined So Far?
Besides Brazil and France, six other countries— Australia, Fiji, Kenya, Mexico, Palau, and Seychelles —have joined the initiative. Support comes from global organizations like the Global Mangrove Alliance, UN Climate Champions, and the World Resources Institute.

The Blue NDC Challenge highlights that we cannot fight climate change without protecting the ocean. As Brazil’s environment minister noted, it is time to recognize the ocean’s role in sustainable development and climate stability. With only a few years left to act, this initiative offers a timely push for nations to build climate-resilient coasts and communities, ensuring a healthier planet for future generations.
