Totaliser
Totaliser : • A totaliser is an electronic device designed to combine and count votes from multiple EVM Control Units simultaneously instead of revealing the result of each polling booth separately.
• Its primary purpose is to provide a consolidated result for a group of polling stations, thereby preventing the identification of booth-wise voting patterns.
• The proposed system would connect the Control Units of 14 polling stations through a cable and generate one combined result for each candidate.
How does it work?
• Under the existing system, votes are counted separately for each polling station, allowing the voting pattern of individual booths to be identified.
• A totaliser would pool the votes recorded in multiple EVM Control Units and display their combined candidate-wise totals.
• Thus, instead of knowing how a particular booth voted, political parties and candidates would see the aggregate voting pattern of the entire group of booths.
• The totaliser is therefore essentially an intermediate aggregation layer between individual EVMs and the final election tally.
Why is a Totaliser being suggested?
• The main argument in favour of totalisers is that booth-wise voting patterns can reveal how particular localities voted, potentially exposing voters to political pressure or reprisals.
• Concealing individual booth results could therefore protect voter privacy and reduce the possibility of identifying the voting preferences of a particular locality.
• The proposal has also been linked to concerns that political parties may use booth-level voting patterns to target or discriminate against particular groups of voters.
• The Law Commission of India, in its 255th Report, had suggested selective use of totalisers to protect voter secrecy.
Advantages
• Protects voter privacy: Aggregating results makes it difficult to determine the voting preference of individual polling booths.
• Reduces the possibility of reprisals: Political parties may find it harder to identify and target voters based on booth-wise voting patterns.
• Limits excessive focus on booth-level results: Parties can focus more on overall electoral performance rather than treating individual booths as the basis for political targeting.
• Can strengthen secrecy of voting: It adds another layer of protection against indirectly inferring how a particular locality voted.
Concerns and Disadvantages
• May reduce transparency: The existing system allows candidates and their agents to compare polling and counting figures on a booth-wise basis.
• Can conceal individual EVM errors: If several EVMs are pooled together, a malfunction or human error in one machine may become difficult to identify within the aggregate result.
• Makes independent verification more difficult: Parties may lose the ability to independently examine a particular booth's contribution to the final tally.
• Creates a new technological layer: The Election Commission has cautioned that an additional device could generate concerns about data integrity, tampering and transmission glitches.
• Lacks a clear legal framework: The EC has pointed out that the Representation of the People Act and Conduct of Election Rules, 1961 currently contain no provisions specifically regulating the use of totalisers.
• Could create fresh doubts about elections: The EC argues that introducing a new and currently unregulated mechanism when EVMs themselves are already subject to public scrutiny could generate new allegations and further affect public confidence.
