SVAMITVA
Launched in April 24 2020, SVAMITVA provides legal ownership of rural residential land using drone-based surveys.
• SVAMITVA was implemented by the Ministry of Panchayati Raj with support from Survey of India and National Informatics Centre Services Inc. (NICSI).
• It aims to empower rural citizens with property cards, enabling access to credit, dispute resolution, and better planning.
• Ministry of Panchayati Raj aims to cover all targeted villages with drone survey and property cards by March 2026.
• Under SVAMITVA Scheme, nearly 3.44 lakh villages are targeted to be covered.
• As on December 2025, drone survey is completed in 3.28 lakh villages which is about 95% of the overall target.
• As per 7thSchedule of the Constitution, land is a State subject and legal provisions pertaining to SVAMITVA Scheme are as per relevant State Acts and Rules under which SVAMITVA scheme is being implemented.
• The Ministry of Panchayati Raj, along with the Department of Financial Services and State Revenue Departments, is working to make SVAMITVA property cards acceptable for bank loans.
• Some banks in certain States/UTs have already started giving loans against these property cards.
• After a property card is issued, any disputes are handled by the respective State/UT laws.
• The central ministry does not get involved in resolving disputes after the card has been issued.
