Sim Binding
• The Department of Telecommunications (DoT) has mandated SIM binding for App Based Communication Services using Indian mobile numbers for user identification and service delivery.
• SIM Binding: App Based Communication Services must remain continuously linked to the SIM of the Indian mobile number used for user identification and service delivery; the app cannot function without that active SIM.
• DoT issued directions on 28.11.2025 under the Telecom Cyber Security (TCS) Rules, 2024 to prevent misuse of telecom identifiers and safeguard the telecom ecosystem.
• This applies to platforms like WhatsApp, Telegram, Snapchat, Arattai, Sharechat, Josh, Jiochat and Signal.
* Web/desktop service (e.g., WhatsApp Web): Must be logged out periodically (not later than 6 hours); re-login permitted via QR code.
* Timeline: Implementation within 90 days; compliance report within 120 days.
* Objective: To curb cybercriminal activity and cross-border digital frauds, including digital arrest and impersonation scams.
