Why in News?
• At the 26th All India Fingerprint Conference 2026, the Ministry of Home Affairs launched NCRB-Abhigyan, CrPI, e-Prosecution 2.0 and e-Forensics 2.0 to strengthen scientific investigation, improve conviction rates and accelerate criminal justice delivery.
• These platforms are part of a broader reform effort aimed at completing the criminal justice process from FIR registration to conviction within three years.
India's Transition Towards Scientific Criminal Justice
• India is gradually moving from a traditional force-based policing model towards a scientific evidence-based criminal justice system where technology, biometrics, forensic science and digital integration play a central role in investigation and prosecution.
• The objective is not merely to apprehend offenders but to scientifically establish guilt, secure convictions within a fixed timeline and strengthen public confidence that criminal acts will inevitably result in punishment.
• The reforms seek to integrate police, prosecution agencies, forensic laboratories, courts and prisons into a unified digital ecosystem capable of supporting evidence-based decision making throughout the criminal justice chain.
Digital Platforms Strengthening Investigation and Prosecution
• NCRB-Abhigyan : it enables police personnel to search the National Fingerprint Database from any location using certified fingerprint scanners, allowing real-time identification of suspects and strengthening the operational utility of the National Automated Fingerprint Identification System (NAFIS).
• Crime Personal Identification Application (CrPI) : it introduces a multimodal biometric identification framework that combines facial recognition, iris matching and DNA matching to improve identification accuracy, reduce manual errors and assist in identifying repeat offenders and CCTV-based suspects. More than 5.53 lakh enrollments have already been completed through 2,190 deployed units.
• e-Forensics 2.0 digitally connects forensic laboratories and investigating agencies by enabling online case registration, sample tracking, laboratory workflow management, digital report generation and preservation of the chain of custody, thereby strengthening the evidentiary value of forensic investigations.
• e-Prosecution 2.0 creates digital coordination between police, prosecutors and judicial authorities to facilitate timely filing, monitoring and disposal of cases while reducing procedural delays in the prosecution process.
Integrated Criminal Justice System (ICJS)
• The newly launched applications function as interconnected components of the Integrated Criminal Justice System, creating a seamless pathway from criminal identification to conviction.
• NAFIS and CrPI assist in identifying offenders through fingerprints, facial recognition, iris records and DNA profiles, while CCTNS and Cri-MAC provide criminal records, alerts and investigative support.
• e-Forensics strengthens the collection and scientific validation of evidence, whereas e-Prosecution supports timely prosecution and conviction through improved institutional coordination.
• Together, these systems aim to transform criminal justice data into actionable intelligence and scientific evidence into judicial outcomes.
Expanding National Criminal Databases
• India currently maintains approximately 1.29 crore fingerprint records, around 9 lakh narcotics offender records and nearly 3.65 lakh human trafficking records that can support criminal investigations across jurisdictions.
• The Crime and Criminal Tracking Network and Systems (CCTNS) has been implemented across all 17,840 police stations and contains nearly 37.68 crore digital records and FIR-related data.
• The e-Prisons database contains information relating to approximately 2.29 crore prisoners, while the e-Forensics platform maintains records of about 34.48 lakh forensic cases and Cri-MAC maintains nearly 43.16 lakh criminal alert records.
• These databases are increasingly being viewed not merely as repositories of information but as strategic assets capable of generating intelligence for crime control and criminal identification.
Artificial Intelligence, Predictive Policing and Future Crime Control
• The next phase of criminal justice reform focuses on converting large volumes of criminal data into actionable intelligence through Artificial Intelligence, Machine Learning and advanced analytics.
• These technologies are expected to assist in identifying repeat offenders, detecting interstate and international criminal networks, analysing crime patterns and generating offender profiles.
• The long-term objective is to develop predictive policing capabilities that can identify emerging threats and prevent crimes before they occur rather than responding only after offences have been committed.
• NCRB and BPR&D are therefore evolving from record-keeping institutions into intelligence-driven organisations supporting proactive crime prevention.
Importance of Scientific Evidence and Criminal Justice Reform Vision
• Scientific evidence such as fingerprints, DNA profiles, facial recognition records, iris data, forensic examination reports and digital evidence is increasingly regarded as the most reliable foundation for securing convictions.
• The government has emphasized that the effectiveness of systems such as NAFIS depends not only on searching existing records but also on continuously uploading fingerprints and scientific evidence collected from crime scenes.
• The broader reform agenda seeks to ensure scientific investigation, efficient prosecution, reduced case pendency, greater judicial coordination and time-bound disposal of criminal cases.
• Supporting measures include digitisation of legacy records, capacity building of police and prosecutors, integration of courts and forensic laboratories, collaboration with the Supreme Court and High Courts and exploration of mechanisms such as evening courts.
• The ultimate objective is to establish a modern criminal justice system where technology, science and institutional coordination ensure that criminal cases are investigated, prosecuted and adjudicated efficiently within three years.
