INS Varsha is an upcoming strategic underground naval base of the Indian Navy, located near Visakhapatnam on the eastern coast of India in the state of Andhra Pradesh. It is being developed as part of India’s efforts to strengthen its blue-water navy and bolster maritime security in the Indian Ocean Region (IOR).

Purpose:
To serve as a dedicated base for nuclear-powered submarines, especially India’s Arihant-class nuclear submarines, which are a critical part of the country’s nuclear triad (air, land, sea-based nuclear deterrence).
Strategic Location:
Situated near the existing Eastern Naval Command (ENC) base in Visakhapatnam but farther away from civilian ports and infrastructure for enhanced security and secrecy.
Underground Construction:

The Bhabha Atomic Research Centre (BARC) is involved in designing nuclear handling and support facilities.
Complement to Existing Base:
It will ease congestion at the current Visakhapatnam naval dockyard, which is shared by both conventional and nuclear submarines.
